The Andoran government does seem like a fairly good model.
"Council of Wardens" (i.e. general vote of all members holding voting rights) = supreme decision making power, holds the sole power to decide on matters affecting all Keepers
"Ring Committee" (i.e. vote of all wardens within a Ring) = sole power to decide upon matters affecting only the specific Ring
Sentinel = Chief Executive Officer for the Circle as a whole, responsible for executing "Council" decision, figurehead of the Circle, may be removed at any time through a vote of no-confidence
Watcher = Adviser and assistant to the Sentinel, may be removed at any time through a vote of no-confidence
Guardian = Executive Officer for the respective Ring, may be removed at any time through a vote of no-confidence
A system where the elected officers would only (in theory) hold the power to execute decisions made by the people (i.e. voting members of the Circle) could fit our general theme.
We would obviously need a separate (and clear) chain of command for military matters.

Well Fruben, you've certainly submitted a solid proposal. I think that really mirrors what we're striving for with this Guild.
