Well, this may vary since I don't think we've fully hashed it out, but I was viewing Keepers as general members, and when you became a Warden of a Ring, you were effectively joining that Ring then.

Dario and Cougar have it right where I'd been thinking.
We are all Keepers of the Circle. I see the Keeper status as something of an Initiate - not belonging exclusively to any one Circle in particular, and without full privileges within the guild. Wardenship could be attained through active participation in the guild, during what one might consider a 'probationary period' to help weed out the potential issues recruiting new members can bring.
Becoming a Warden would be part of the individual's process of selecting a favored Ring. That, too, is an important distinction we need to be clear on. Many characters will want to be part of multiple Rings, but I don't think they should have equal power in every ring. This would reward active multitaskers, yes, but it would also become very complicated very quickly. I propose each character can hold full Wardenship within a single Ring - most likely the one whose governed area they specialize in, or they are most enthusiastic about.
As for the issue of whether or not the title and status of Warden should be limited by player or by character, it's tough. That could potentially sway the power of the Guild overall to the people with the most active characters. Personally, I believe Wardenship should be open to all characters, as it provides a great platform for roleplay within the Guild. However, I believe voting power on Guild-wide matters should be restricted by player.
If you are playing characters in multiple Rings and are active enough a participant for both characters to be Wardens of those Rings, I don't believe that should limit their ability to have a voice in matters within those specific parts of the Guild. Larger matters, on the other hand, are just as likely to be out-of-character, player-related issues that won't involve as much Roleplay, and should be voted on a per-person basis. A good example of this is officer elections.
This is getting a little long at this point, haha. I'm a bit worried I'm rambling. Anyway, those are my thoughts on the subject.

I agree with one vote per player. So far the guild is comprised of decent to good people. How about we simply ask people who make alts to register them with the sentinel or watcher? I think most would comply and that can help keep track of people trying to present separate characters as wholly different in an attempt to get multiple votes. If we make it know ahead of time this is expected then I don't see a problem with reprimanding anyone who still tries to take advantage of the system. Dario is pretty good with recognizing stuff like this, which is one of the reasons I think he would make a good watcher.
Lol, keeping track of one character is generally hard enough for me, I don't plan on playing with alternates.

You should run at least one alt, Zaluke, if only because you get the Destiny's Twin perk that gives both of them training at one time =P

Is the Destiny's twin perk automatic? I thought you had to purchase that extra. Since this game is using skill training over time it might be easier to run an alternate without grinding being a requisite.

Zaluke: Destiny's Twin is automatic. When you train your main, you can then train your alt at the same time.

This may be something that is addressed by the game design as votes per player will be required for a number of things it seems and they don't want to encourage people to create 0-level alts for the sole purpose of voting on things.
In Lord of the Rings Online my group simply has a rule that all alts must be listed in your player description. I expect there will be something similar in PFO that we could make use of. Having alts of wardens be wardens means that if there is only one warden online s/he doesn't need to log off their alt just to recruit/promote/pay someone which could otherwise be something of a burden.
